Rhodey also called Nick Fury by his first name during their tense restaurant conversation. This is important due to Fury’s claims in 2019’s Captain Marvel that no one calls him “Nick”. This could be an indicator that Rhodey might not be who he seems, instead being a Skrull spy embedded within the US government. Putting it all together, the clear assumption to be made is that Gravik has had Rhodey replaced for quite some time, utilizing not only his status as an Avenger but also his connections to the White House. This would make sense considering the nuclear war Gravik is trying to start between the US and Russia.
There are other clues pointing toward Rhodey’s potential Skrull identity as well. For one, Rhodey revealed that he’s known about the Skrulls’ existence for 15 years via his connections with the Pentagon. The mere fact that Rhodey has known about the Skrullls living on Earth for so long may have made him a prime target when Gravik’s revolution was set in motion, especially after he took a job with the White House.
